Xavier L. Suarez was born in Cuba and emigrated to the United States when his country was taken over by Castro-communism. He obtained a Presidential Scholarship to Villanova University and graduated no. 1 in the engineering college; later, he obtained joint degrees in law and public policy from Harvard University.
Xavier was elected mayor of Miami in 1985 and was reelected twice. In 2011, he was elected Miami-Dade county commissioner, while his son, Francis, served as Miami city commissioner, from 2009 until 2017, when Francis was elected mayor of the city of Miami.
Xavier is the author of five other books. He is married to Rita and has four children and eleven grandchildren.
